What Is a Miami-Dade NOA?

A Miami-Dade Notice of Acceptance (NOA) is a product approval issued by Miami-Dade County's Product Control Section showing that a building product, like a shingle, tile system, metal panel or underlayment, met the testing standards for the High-Velocity Hurricane Zone (HVHZ). Roofing installed in Miami-Dade has to use products approved for the HVHZ, installed the way the approval specifies. Each NOA has a number and an expiration date you can check online.

Why NOAs exist

The Florida Building Code applies stricter HVHZ provisions (Building, Chapter 15, §§1512–1525) in Miami-Dade and Broward. Roofing products have to be approved for that zone, and the NOA spells out the conditions: deck type, fasteners, underlayment, and the wind-pressure limits the product was tested for.

How to look up an NOA

  1. Go to Miami-Dade's Product Control Search.
  2. Search by NOA number, applicant (manufacturer), or category (Roofing) and subcategory.
  3. Check that it's current (not expired) and that the product and installation match your estimate.

What to ask your roofer

Ask for the NOA numbers of the roof covering and the underlayment in your written estimate. They're also submitted with the permit application. Miami-Dade issued notices on underlayment approvals with the 2023 (8th edition) code update, so make sure the products listed are approved under the current code.

Frequently asked questions

What does NOA stand for?

Notice of Acceptance, a Miami-Dade County product approval for use in the High-Velocity Hurricane Zone.

Do NOAs expire?

Yes. Each NOA shows an expiration date in the Product Control database.

Is a Florida Product Approval the same as an NOA?

Not exactly. Florida Product Approval is the statewide system. In the HVHZ, products need an approval valid for HVHZ use. Your permit reviewer will confirm what's acceptable.

Where do I find a product's NOA?

Search Miami-Dade's Product Control site by NOA number, manufacturer or category.

Does the NOA tell the installer how to install it?

Yes. NOAs include installation conditions and limitations that the installer has to follow.
